Upon moving to NC from another state, you must register your motor vehicle at the expiration of the time granted by reciprocity agreement between NC and you prior state of residence. Out-of-state residents moving to NC should obtain a NC driver's license prior to registering a vehicle. To register a motor vehicle, you must furnish the DMV the title (unless title is in the possession of a lien holder) and a valid registration card from the state of prior registration. A title fee and a registration fee for private passenger automobiles are required in order to obtain a license plate and validation decals. For active duty military who are residents of another state, a change of registration may not be required.

To receive an original driver's license in NC you must bring at least
two (2) acceptable forms of identification. At least one must reflect
your full name, including your middle name. You must complete and pass
the written, sign and vision tests. If you surrender a valid license
from another state, the road test requirement is at the discretion of
the examiner. Proof of residency and liability insurance on your
automobile are required in addition to a social security number or a
document issued by the US Government indicating legal presence.
